The Cyrillic Capital Letter Short I (Й), often called “I Kratkoye,” represents a palatal semivowel /j/. Technically, it is a composite character formed by the base letter И (U+0418) and a combining breve (U+0306). It is ubiquitous in Russian, Ukrainian, and Bulgarian orthography, distinct from the vowel ‘I’.
